Major Responsibilities:
Reporting to the Director, Cultural Services, the Nathan Phillips Square Manager will play a major role in developing Nathan Phillips Square as a key public space in Toronto, showcasing its architectural and heritage attributes. Nathan Phillips Square serves as the central focal point for civic government and as one of the most recognizable symbols of Toronto. The Manager, Nathan Phillips Square, will be responsible for planning, directing and coordinating all aspects, both internal and external, of the Square. This position will be a one-window City contact and seat of accountability for all areas of activity of the Square and will develop and manage by laws, policies and integrated services in keeping with the vision for Nathan Phillips Square:
  • Develops and implements detailed plans and recommends policies/procedures regarding program specific requirements
  • Manages, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others
  • Manages the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work.  Authorizes and coordinates vacation and overtime requests.  Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary
  • Develops, recommends and administers annual unit budget and ensures that expenditures are controlled and maintained within approved budget
  • Leads intra- and interdivisional teams and coordinates priorities of multiple City services and events, customer service, security and permit issuance
  • Identifies protected, sustainable, innovative capital and operating funding structures
  • Develops, coordinates and leads strategic and business planning, budget management, integrated operations, maintenance, marketing, programming, event development and management, service quality and renewal activities for Nathan Phillips Square
  • Ensures innovative practices and high quality operating and service levels to meet City Council’s vision for the Square
  • Directs a pro-active planning and production cycle for NPS with criteria to guide usage for innovative and strategic programming reflective of the revitalized Square
  • Oversees event management function responsible for bookings, user liaison, event planning, scheduling, coordination of services and supplies and client feedback
  • Develops and implements a strategic plan with a business component that realizes revenue potential from a variety of sources.  Monitors costs and revenues against the plan
  • Develops an accountability framework for the Square, which sets out clear accountabilities for the operation of the Square among City stakeholders
  • Researches, recommends and implements integrated by-laws and policies related to the Square and appropriate to its vision
  • Ensures continued design excellence, preservation of heritage features and appropriate use of the Square
  • Sets standards, maintain inventory and manages maintenance agreements
  • Provides secretariat support and works closely with the City Council-appointed Nathan Phillips Square Advisory Committee in developing fundraising, community engagement, outreach strategies and other advisory activities
  • Oversees planning and implementation of marketing of the Square
  • Writes reports to City Council

Key Qualifications:
  1. Considerable experience and technical knowledge in strategic and multi-year business planning.
  2. Proven management experience involving event logistics, marketing and promotion, budgets and staff.
  3. Experience with and ability to plan, lead, manage, and implement projects of various scopes.
  4. Demonstrated success and experience with negotiation, conflict resolution and issues management in a complex environment.
  5. Effective team leadership, team building, and relationship management skills.
  6. Experience in managing capital projects, facilities management and/or demonstrated knowledge or experience of urban design, public art and built heritage.
  7. General knowledge of the Occupational Health and Safety Act and Regulations, collective agreements and related employee and labour legislation.
  8. Post secondary education in a discipline pertinent to the job function, or an equivalent combination of education and experience.

Salary: $90,599.60 - $112,312.20 annually (Preliminary Job Evaluation)
