Position Summary

The Manager, Arts and Sector Development provides leadership related to the arts in Kingston across a broad spectrum of activity within the context of the Kingston Culture Plan and in alignment with corporate strategies, plans and priorities. The main focus of the position is to manage, facilitate and promote the work of the Department as it relates to the arts through programming, events, services and strategies relevant to the community as well as in connection to City-owned facilities like the Grand Theatre and the Tett Centre for Creativity and Learning. The position is also responsible for the on-going implementation of the City of Kingston’s public art program.

This position supports strategic planning, budget development, work planning, human resources, staff development and change management and collaborates with internal and external stakeholders to build working relationships that are mutually beneficial. Cultural development is also an aspect of the position as is capacity building within and among stakeholder groups.

The Manager, Arts and Sector Development is responsible for utilizing and reporting on performance measures and indicators relevant to the work and seeks to optimize grant, funding and revenue opportunities to support programming, events and services. The position also supports partnership development, both internally and externally, and champions innovation related to the arts in order to foster sector development and increase cultural participation overall.


Leadership & Planning – Establish tactical plans, objectives and metrics on an annual basis by supporting the development of strategic plans and detailed work plans that align with the goals and objectives of Cultural Services as well as Community Services and the City of Kingston. Specific areas of leadership include working with and responding to the needs of the arts sector and engaging the broader community through a range of strategies, programs and activities designed to foster awareness, education, participation, professional development and capacity building.

Fiscal Responsibility – Support the budget development process on an annual basis in cooperation with the Cultural Director and manage the relevant budgets and resources needed to ensure optimal service outcomes in alignment with performance targets and objectives. Identify, pursue and manage grants, sponsorships, partnerships and other funding opportunities as required.

Service Delivery – Set and improve service delivery models and standards in accordance with departmental plans, corporate strategies and policies and professional standards and best practices as it relates to the arts, programming and sector development. Identify and resolve obstacles to ensure the delivery of quality services that meet the standards and functional objectives established by the City of Kingston. Identify emerging trends as it relates to the position and integrate and implement these findings as part of departmental work plans.

Relationship Building – Build and maintain effective internal and external relationships as needed to deliver the strategic and operational objectives of the Department and to ensure a level of service delivery that aligns with functional policies and practices. Work to develop and maintain strategic relationships of mutual benefit with artists, arts organizations, community groups, partners, funders, the private sector and the public to advance the arts, sector development and cultural development overall.

Coach & Develop – Manage, lead and develop staff, including training and opportunities for professional development. Foster a work environment that is both creative and productive to support the long-term objectives of the department and the future needs of the corporation. Engage team members in developing and committing to action plans that target specific competencies, skills, or knowledge related to performance improvement or to prepare for success in new responsibilities.

Health & Safety – Lead, promote, model and support a culture of health, safety, well-being and respect in order to create and maintain a healthy work environment.

Facilitating Change – Facilitate the implementation and acceptance of change within the workplace. Promote innovation as a way to improve service delivery methods, systems and standards to meet the changing needs of Kingston residents. Pursue creativity and innovation in developing programs, services and approaches designed to benefit artists, arts organizations and the arts community more broadly and to reach new audiences and cultivate partnerships. Help to manage change as it impacts staff as well as internal and external stakeholders, community partners and the public.

Diversity and Inclusivity – Ensure the work of the department acknowledges Kingston’s cultural diversity and that all programs, sites and services are inclusive in terms of subject matter, presentation styles and relevance for local residents and visitors to the area. Where appropriate, develop plans designed to engage marginalized groups and underrepresented communities.

Project Management - Oversee and successfully complete special projects as required, by providing leadership and support related to planning, administration, budgets, relationship building and communications. Improve the quality of information gathered and shared among key stakeholders to develop evidence-based programs and services and engage in ongoing assessment of the existing activities.

Community Development - Support learning among and between individuals, groups, organizations and agencies. Provide mechanisms through which concerns can be expressed and ideas exchanged in ways that build capacity and contribute to the creation of a strong and vibrant community and that helps to position Kingston as a leader in the field and attractive as a place to live, work, play and visit.

Actively participate in emergency preparedness activities and assume necessary responsibility in the case of an emergency.

Qualifications, Competencies

University degree in Fine Arts, Arts Education, Museum Studies, Cultural Studies, Public Administration or related field

5 years professional experience gained through progressively responsible positions related to arts and/or community development, program delivery, public art, administration and policy development.

Professional experience related to the arts, arts programming, organizational development, sector development and research as well as community organizing along with a broad knowledge of the visual arts, performing arts, digital/media arts, literary arts and craft.

Project management experience, including project development, planning, implementation and evaluation required.

Management experience required, preferably in a unionized work environment.

Working knowledge of municipal, provincial and federal government acts and legislation, including occupational health and safety, employment standards, and human rights act

Respectful of cultural diversity and supportive of broad-based inclusion

Excellent computer skills including with MS Office (Word, Excel, Outlook, PowerPoint)

Able to work flexible hours, including occasional evenings and weekends

Must have own transportation and a valid “G” class driver’s license

French or other languages considered an asset

Required to obtain and maintain satisfactory CPIC (Criminal Record Check) at own expense
